The ichinomiya of this province is not settled
1 shrines here are treated as the ichinomiya of Kawachi Province. Shrines that compete for the same title are called ronsha (論社). We list them all rather than picking one, and say what each claim rests on.

What the Japanese sources say
Two shrines, Hiraoka Jinja (枚岡神社) and Katano Jinja (片埜神社), are called the ichinomiya of this province, but the two claims are not of the same kind.
For Hiraoka Jinja, the city of Higashi-Osaka says it is “an old shrine, listed in the register of deities of the Engishiki (a law code completed in 927 that lists official shrines), that takes pride in being the ichinomiya of Kawachi Province.”
For Katano Jinja, Osaka Bunkazai Navi, the cultural properties site of Osaka Prefecture, says that “in the late Heian period it was renamed ‘Ichinomiya,’ and in the Meiji period it returned to its present name, ‘Katano Jinja.’” This describes the shrine’s own name as having been ‘Ichinomiya,’ not the shrine’s being the ichinomiya of the province. The Osaka Prefectural Shrine Agency (大阪府神社庁) likewise gives its popular name as “Kashu Ichinomiya.”
— The same word, ichinomiya, may be pointing at two different things here (this site’s view).
Written from Japanese sources, each quoted. The Japanese page has the same discussion with the original wording.

Where this province is today
The ichinomiya of Kawachi Province now stand in Osaka. Provinces and prefectures do not line up — a province can be split across several prefectures, and a prefecture can hold several provinces.
