The ichinomiya of this province is not settled

What the Japanese sources say
Two shrines, Sumiyoshi Taisha (住吉大社) and Ikasuri Jinja (坐摩神社), both currently call themselves the ichinomiya of Settsu Province.
Sumiyoshi Taisha’s official website says that “under the Engi regulations (the code completed in 927 that lists official shrines) it was ranked as a myojin taisha, one of the Twenty-Two Shrines, the ichinomiya of Settsu Province, and a kanpei taisha.” (Myojin taisha and kanpei taisha are old shrine ranks.) Ikasuri Jinja’s official website also presents it as the ichinomiya of Settsu Province. Neither of them, however, points to a historical source for the title.
No primary source explaining why two shrines hold the title side by side could be found.
Written from Japanese sources, each quoted. The Japanese page has the same discussion with the original wording.

Where this province is today
The ichinomiya of Settsu Province now stand in Osaka. Provinces and prefectures do not line up — a province can be split across several prefectures, and a prefecture can hold several provinces.
