The ichinomiya of this province is not settled

2 shrines here are treated as the ichinomiya of Totomi Province. Shrines that compete for the same title are called ronsha (論社). We list them all rather than picking one, and say what each claim rests on.

What the Japanese sources say

Two shrines in Totomi claim the title of ichinomiya: Okuni Jinja (小國神社) and Kotonomama Hachimangu (事任八幡宮). Okuni Jinja’s own website presents the shrine as the ichinomiya of Totomi Province. For Kotonomama Hachimangu, it is Shizuoka Prefecture’s official tourism guide that calls it the ichinomiya of Totomi Province.

The sources Okuni Jinja’s website cites are an entry in the Chōya Gunsai (朝野群載), a collection of Heian-period documents, recording that in 1082 the Jingikan (the government office for shrine affairs) appointed Kiyohara no Norifusa as head priest of Okuni Shrine, and shrine records from the Edo period. No source is given for the ichinomiya title itself.

No primary source explaining why two shrines hold the title could be found.

Written from Japanese sources, each quoted. The Japanese page has the same discussion with the original wording.
